Almost always surface preparation. Two putty coats plus sanding versus one rushed coat is a difference of several days on a 2 BHK, and it is invisible in the quote unless you ask for coat counts in writing.
For living areas and bedrooms, yes — about 30% more cost for roughly double the life, and it can genuinely be wiped clean. For a store room or a flat you are about to let out, economy is a reasonable call.
