The area is flooded and held for 24 to 48 hours and checked below before anything is tiled over.

Yes. We flood the treated area and hold water for 24 to 48 hours, then check the surface below before any tiling starts. Tiling over untested waterproofing is the most common reason leaks reappear.

Surface-applied coatings can help with minor seepage, but they are a temporary measure. If water is already tracking through the slab, the tiles have to come up so the junctions and coving can be treated properly.
